The Green Dot prepaid Visa and Mastercard is neither a debit or credit card, which means you don't need to hold a bank account to obtain one, or be credit checked. Instead you purchase a card to load money onto and then pay a monthly fee for the convenience of using it. It does give you access to free cash withdrawals from participating ATM's and you can purchase goods from retailers who display the Visa or MasterCard logo, if they accept prepaid cards.

Firstly you purchase a card for $4.95 which you can preload for free if you use the online service. Doing this however means involving your employer's payroll, or you can arrange to have government checks paid onto the account. You then pay an activation fee of $4.95 to use the card, but this fee is sometimes waived. If you don't use the online money loading system you will need to purchase a Money Pak which costs $4.95 to load your card with.

There is a monthly maintenance fee of $5.95 to pay unless you deposit a minimum of $1000 a month or make 30 transactions per month on the card, excluding ATM withdrawals. If you use an ATM which does not participate to withdraw cash you will be charged $2.50, the same amount you will be charged to withdraw cash from a bank. Thus the card already costs $81.30 per annum, unless you make the requisite amount of purchases or load $1000 per month onto it.

If you don't use the online loading money system then you can load your card by purchasing a Green Money Paks are available from a host of retailers at a cost of $4.95. You can then immediately load between $20 - $500 onto your card, or even up to a $1000 at Walmart.

The card issuer, the Columbus Bank and Trust Company, advises that Money Pak is the most convenient option to load your card, but of course if you loaded the card this way monthly it would cost an additional $59.40 per annum, bringing the grand total for maintaining a card to $140.70 per annum, a rather expensive option just to access your own cash. There is a current offer to credit your card with $10 if you load it with more than $250.

There is no need to keep a card all year round though; they can be bought simply for ease of use with internet purchases and then discarded. Consumers should be aware that if refunds are requested of money loaded onto the card then the refund will be issued in the form of a check, not ideal for those who purchased the card because they didn't have a bank account.
